Consiliul Judeţean Timiş invită persoanele fizice autorizate, întreprinderile individuale, întreprinderile familiale, persoanele juridice de drept public ori privat, precum și organizațiile neguvernamentale de tineret, interesate și care îndeplinesc condițiile legale prevăzute de O.G. nr. 51/1998 privind îmbunătăţirea sistemului de finanţare nerambursabilă a proiectelor culturale, cu modificările şi completările ulterioare și de Legea nr. 350/2005 privind regimul finanţărilor nerambursabile din fonduri publice alocate pentru activităţi nonprofit de interes general, cu modificările şi completările ulterioare, să depună cereri de finanțare nerambursabilă, în scopul atribuirii contractelor de finanțare nerambursabilă, pentru proiecte cultural – artistice și de tineret cuprinse în programul „Tim Cultura 2023 – Programul de finanțări pentru cultură și tineret” pe anul 2023 în județul Timiș.
Suma alocată pentru proiectele culturale și de tineret:
Conform Programului pe anul 2023 cu privire la acordarea de finanţări nerambursabile pentru proiecte culturale și de tineret, publicat în M.O. nr. 21/03.02.2023, partea a VI-a, suma alocată pentru proiectele culturale și de tineret este de 7.250.000 lei din care:
- 6.900.000 lei – finanţare proiecte culturale;
- 350.000 lei – finanţare proiecte de tineret;
Regulile privind organizarea sesiunii de finanțare nerambursabilă și desfășurare a activității comisiei de evaluare și selecție, precum și a celei de soluționare a contestațiilor sunt cuprinse în Ghidul de eligibilitate pentru finanțarea nerambursabilă din fonduri publice a proiectelor cultural-artistice și de tineret în județul Timiș, aprobat prin HCJT nr. 390/22.12.2022, ce poate fi consultat pe www.timcultura.cjtimis.ro.
Selecția și evaluarea cererilor de finanțare se va face de către Comisia de selecție și evaluare a proiectelor cultural-artistice și de tineret, pe baza criteriilor de selecție aprobate prin Ghidul de eligibilitate pentru finanțarea nerambursabilă din fonduri publice a proiectelor cultural-artistice și de tineret, în județul Timiș.
Criteriile de selecție pentru aprobarea cererilor de finanțare trebuie să facă posibilă evaluarea, pe baze competitive, concurențiale, a capacității solicitanților de a finaliza activitatea propusă pentru finanțare, având în vedere îndeplinirea unor condiții specifice, particularizate pe fiecare capitol în parte al TimCultura. Criteriile sunt următoarele:
- Reprezentativitatea/importanţa sau valoarea culturală/artistică a proiectului în ceea ce priveşte dezvoltarea unei vieţi culturale diversificate şi competitive la nivelul judeţului Timiş;
- Capacitatea financiară și operațională – solicitantul are experiență în management de proiect și capacitate de implementare;
- Metodologie – cât de coerent este proiectul, planificarea activităților este clară și realizabilă;
- Gradul de impact al proiectului;
- Gradul de cofinanțare al proiectului;
- Proiect derulat în mediul rural sau mic urban cu parteneri din spațiul DKMT/ Proiect derulat în spațiul DKMT;
- Promovarea activităților culturale în județ;
- Activități complexe cu valoare instructiv – educativă;
- Evidențierea multiculturalității ca element definitoriu pentru afirmarea coeziunii sociale din spaţiul timişean;
- Promovarea competitivității în rândul elevilor;
- Cooperare între sectorul public, cel privat, mediul neguvernamental și implicarea comunității;
- Grupul țintă al proiectului;
- Promovarea activităților cu, de și pentru tineret în mediul rural și urban mic;
- Valorificarea patrimoniului cultural bănățean;
- Sustenabilitatea în timp a proiectului;
- Excelenţa artistică şi/sau originalitatea, încurajarea fuziunii formelor artistice tradiţionale cu exprimările noi, inovatoare şi experimentale;
- Dimensiunea europeană, cooperare/coproducţii locale, regionale, naţionale şi/sau internaţionale;
- Promovarea patrimoniului material şi/sau imaterial;
- Contribuţia la interesul cultural al comunităţii: facilitarea/dezvoltarea accesului la cultură, atragerea publicului.
Finanțarea se acordă în baza ierarhizării cererilor de finanțare în funcție de punctajul obținut, în limita valorii totale alocate distinct pe fiecare capitol în parte, precum și ținând cont de valoarea maximă ce poate fi acordată unui proiect cultural în cadrul fiecărui capitol.
Valoarea maximă a finanţării nerambursabile care poate fi acordată unui proiect cultural, în funcție de capitolul în care este încadrat:
- Capitolul T I – Manifestări culturale realizate de instituțiile de cultură profesioniste din județul Timiș – 100.000 lei;
- Capitolul T II – Manifestări culturale realizate de autoritățile locale – 50.000 lei;
- Capitolul T III – Manifestări culturale realizate în spațiul DKMT – 100.000 lei;
- Capitolul T IV – Manifestări culturale realizate de organizațiile non-guvernamentale – 125.000 lei;
- Capitolul T V – Manifestări culturale realizate de instituții în domeniul educației – 25.000 lei;
- Capitolul T VI – Reviste on line, editare și tipărire carte și alte activități complementare editării și tipăririi – 25.000 lei;
- Capitolul T VII – Manifestări dedicate tinerilor – 100.000 lei;
- Capitolul T VIII – Proiecte cuprinse în Programul Timișoara Capitală Europeană a Culturii – 950.000 lei.
În conformitate cu prevederile art.10, alin. (6) și (7) din O.G. nr. 51/1998, perioada de depunere a proiectelor este 09 – 28.02.2023 întrucât în anul 2023 Timișoara este Capitală Europeană a Culturii, moment ce va fi marcat de evenimente culturale semnificative, context în care întârzierea sesiunii de selecţie ar putea periclita implementarea proiectelor culturale.
Documentația de solicitare a finanțării se va depune într-un exemplar la registratura Consiliului Județean Timiș, Bd. Revoluției din 1989, nr. 17, Timișoara, în format letric și pe stick, sau în format electronic cu semnătură digitală, pe adresa de e-mail cultura@cjtimis.ro. Documentele transmise on line vor avea toate semnăturile electronice, iar documentele depuse în format letric vor avea toate semnăturile olografe.
- Data limită de depunere: 28.02.2023 ora 15;
- Verificarea, evaluarea și selecția proiectelor va avea loc în perioada: 01.03.2023-15.03.2023;
- Afișarea rezultatelor în urma evaluării comisiei de evaluare: 16.03.2023;
- Depunerea contestațiilor: 17.03.2023 în intervalul orar 8.00-13.00; 20-21.03.2023 în intervalul orar 8.00-15.00;
- Soluționarea contestațiilor: 22.03.2023
- Afișarea rezultatului final pe site-ul instituției: 23.03.2023.
